Rules per County
Permits
For transporting indivisible loads exceeding 22.00 x 3.00 x 4.00 meters and 50,000 kg, an exemption permit is required in the Netherlands. There are two types of permits available: long-term permits and incidental permits.
Long-Term Permit
A long-term permit can be issued based on the registration of either the tractor or semi-trailer and is valid for one year within the Netherlands. Maximum dimensions allowed under a long-term permit are:
- Tractor unit: 22.00 x 3.50 x 4.25 meters, up to 50,000 kg
- Trailer: 27.50 x 3.50 x 4.25 meters, up to 100,000 kg

On the day before a public holiday, all exceptional transport is prohibited from 16:00 until 24:00 on the holiday itself. Additionally, abnormal loads are not permitted on Saturdays from 12:00 through to Sunday at 24:00.
Exceptional transport is also restricted during adverse weather conditions. Driving is prohibited in cases of snowfall, rain, or fog where visibility is reduced to less than 200 meters. A driving ban is also enforced for exceptional transport when roads are covered with ice or snow.
Permits
For transporting indivisible loads in Germany, permits are required for loads exceeding 16.50 x 2.55 x 4.00 meters and 40,000 kg. For motor vehicles with trailers, a permit is needed when the load exceeds 18.75 x 2.55 x 4.00 meters and 40,000 kg.
Germany categorizes exemptions based on specific legal paragraphs:
- §46 Permit: If the vehicle itself meets legal size limits but the load is too long, high, or wide, a permit under §46 is required.

- Genérica: This category covers transports up to 20.55 meters in length, 3 meters in width, and 4.50 meters in height. The total mass of the vehicle must not exceed 45 tonnes. These transports can be carried out both during the day and at night, and no escort is required for a "Genérica" transport.
- Específica: This category includes transports up to 40 meters in length, 5 meters in width, and taller than 4.7 meters. The maximum gross weight for the Específica category is 110 tonnes. Exemptions for this category are issued for a specific route, and the validity of the permit may vary depending on the region.
- Exceptional: This category applies to all transports that exceed the permitted dimensions and weight of the Específica category. These are typically the large and heavy transports, for which the route must be assessed on a case-by-case basis.
Note: These dimensions and weight limits apply only to vehicle groups 1 and 3. For group 2 (agricultural machinery), there is no Excepcional category.
Vehicle Groups for Exemptions
- Group 1: Vehicles for indivisible loads.
- Group 2: Agricultural machinery.
- Group 3: Exceptional vehicles for public works and public authorities.
Transport vehicles used by operators typically fall under Group 1 (indivisible loads).
Additionally, if the load extends more than 3 meters beyond the rear of the vehicle, an explanation must be provided. This can be done through drawings, photographs, or calculations demonstrating why such a large overhang is necessary
Please note, before applying for a permit, you must submit the original technical documentation in Spanish. This will permanently register the vehicle, making it valid for future permit applications.
In Italy, there are different types of permits for special transports:
- Single permits: Issued on a case-by-case basis for a single trip, valid only for six month.
- Multiple permits: These apply to a limited and predetermined number of transports, valid for less than six months.
- Periodic permits: Cover an unlimited number of exceptional transports and last up to twelve months
Exemptions from Authorization: Some oversize load transports do not require authorization, such as:
- Car carrier trailers under 4.20 meters in height, which do not exceed the 12% length limit imposed by Article 61 of the Road Rules.
- Road containers, provided the container truck does not exceed a height of 4.30 meters, does not exceed the 12% length limit, and respects the limits set by Article 62.
- Vehicles with variable-height bodywork used for transporting livestock, hay bales, straw bales, and agricultural machinery under 4.30 meters in height.
- Working machinery that does not exceed the weight and dimensions set by Article 61 and follows routes without road limitations, provided the route is on roads that are passable by such vehicles and comply with the relevant articles of the Road Rules.
Escort:
An escort for exceptional transports is mandatory in the following cases:
- When the lane is less than 3 meters wide and the vehicle or load is abnormal only in terms of its length or height.
- When the lane is less than 3.5 meters wide and the transport is abnormal only for its length (e.g., bulky vehicles).
- When the vehicle or transport exceeds 3 meters in width (3.2 meters for snowplows and railroad cars).
- When the vehicle or transport is longer than 25 meters.
- When the transport's encumbrance is greater than the width of the lane reduced by 20 cm.
- When the load protrudes from the front of the vehicle by more than 2.50 meters or the back by more than 4/10 of the vehicle's length.
- When the vehicle’s speed is lower than 30 km/h (40 km/h on motorways or main suburban roads).
Technical Escort Requirements:
- On three-lane roads or sections of roads classified as type A and B (regional and national roads) for exceptional vehicles or transports up to 4.2 meters wide and 35 meters long.
- On two-lane roads classified as type A and B (regional and national roads) for exceptional vehicles or transports up to 3.8 meters wide and 30 meters long.
- On roads or road sections classified as type C and D (provincial or municipal roads), for exceptional vehicles or transports up to 3.6 meters wide and 28 meters long if the road has multiple lanes in one direction, or up to 3.3 meters wide and 27 meters long if the road has only one lane in each direction.
For all types of special transport that exceed the limits for a technical escort, a traffic police escort is required.
In United Kingdom a vehicle is only classified as an abnormal load if it meets one or more of the following criteria:
- Rigid length exceeds 18.65 meters
(Rigid length = the distance from the front of the headboard to the rear of the cargo. The tractor unit length is not included.) - Width exceeds 2.90 meters
- Weight exceeds 44,000 kg
(This is based on a 6-axle vehicle. For vehicles with only 5 axles, the maximum is 38,000 kg.) - Axle weight limits are exceeded
(Driven axles exceed 11,500 kg or non-driven axles exceed 10,000 kg)
